Maybe the chairwyrm should clear things up for good; or, since the chairwyrm has some vested interests, the vice-chairwyrm?
It really does seem pretty straightforward to me though. Living wyrms can propose and vote. Dead wyrms and dragons can discuss. But if it's a reasonable proposition, it shouldn't be too hard to get a wyrm to sponsor it - especially with appropriate gifts
