The game isn't finding the shipset. Check either the stockor TDM "pictures/races" directory to see if you have the actually Drakol shipset.

In the simulator tab from the design creation menu there is a strategy button that allows you to look at the exact settings of the strategy. I suspect the ships are being told not to fire on planets.
