Neo-standard isn't a mod, it's...well...a standard
A standard for shipsets. If a shipset is neo-standard compliant, it has all shiptypes that are used in all mods. In other words, the shipset will work in any mod, even those that have different/more sizes and types of ships.
Many mods utilize the extra ships that the neo-standard standard requires, though I can't give you any of them off had. Though I'm sure someone a little more knowledgable than I will come quickly and let you know!
