This is a known bug for the simulator. As far as I know it is not present in the actual game, but I haven't tested it. If you need to simulate combat with lots of fighters, have them start on a carrier that launches them immediately. That's usually how fighters get into combat anyway, and their supplies will work correctly in the simulated battle.
