Don't try to move out of the center area until you've killed all undead there. Round 1, kill all those in the north, putting someone on the gold mine there.
The undead are slow, and your Snipers have extra long range. Try to use this so that they die without doing any damage.
You cannot influence cities, but if you can move a cheap unit on a city, the undead won't be able to recruit from it.
On Normal level, I typically have units on all cities, and no "living" undead, by turn 15.
