Hey there,
There is no scenario editor available for Land of Legends. In fact, we didn't even develop one for ourselves when we developed the LOL campaign.
Currently, the game doesn't support users editing the data files, but we may post an update at some point that will support user-generated content (maps, campaign missions, etc.)
