Yeah, reason I am asking is because of that ability, Shadows ships use it...stoopid Shadows.....EA/IA telepaths on their ships 
Another thing that puzzles me is why the Shadows do not use their own tech weapons but the Vorlons do. Their designcreation files are not that much different....
