This emans the AI won't use them, but they still have a use for a human player who wants to basically strip-mine small domed planets not worth retaining forever. Building full-sized facilities on those sites simply takes too long due to population limits.

If we change the ability tags we could make the AI use this strategy as well.

Is that 50% MORE or less costly?
