Lantern Shield's description in Dom2 manual implies it increases Fear, Shield of Gleaming Gold increases Awe, Standard of the Damned and Skull Standard cause fear but take both hands, perhaps Wall Shaker... Perhaps Implementor Axe...
The new Deva pretender is like Nataraja, but starts with Blood 2, Fear +5, some armor and just two weapons... Shield of Gleaming Gold, Lantern Shield AND Standard of the Damned And Horror Helmet!
Kailasa has sacred troops that have Awe, and they also benefit... but it's almost impossible to get a good bless with a Dormand Deva. Blood 9 Death Curse seems to still be just a Curse. The +4 Strength helps, though, but isn't needed as Yavanas already start with Str 15 and Falchions.
Maybe Pangaea with Dryad Hoplites? Hmm. Panic? HMMMM.
