You sure they're only counted every 12 months? Remember a _lot_ of things have been described as happening every season, every year, etc, when they occur every month.
Edit : Just tested, and it does occur each summer. Oddly, even with VPs in capitols, capitols don't display a VP symbol, when they probably should.
