It's not censorship, it's game design, really no different from enforcing an ammo limit in a FSP or putting level limits on items in MMORPGs.

Yep, he hit the nail on the head. It is game design. That's all it boils down to. I happen to like it. It keeps the game flowing and its similar to real life. You consider all factors before taking action and you have to live with the decisions you make. If Hitler had a restart, maybe he wouldn't have begun a two front war.
