Last I heard there was going to be limited Intelligence; there would be espionage (information-discovering) but the biggies like PPP and ship subVersion wouldn't be used. So dropping to 50% intelligence won't leave you catastrophically vulnerable, but it wouldn't hurt to have some abilities in that field.
Of course, you could always ask Pardak for final confirmation. He's running the show.
