This is the same set that will appear if you fight one nation against itself ( try Russia vs Russia and the side that appears with the black flag will be using the same infantry colour as the Japanese set ) If you fight Israel vs Syria for example the Israeli's will be using that same light tan uniform set but if you fight the Israelis against Great Britain or the US their uniforms will be OD green and GB or the US will be the light tan. You can see that while in the sceanrio editor just changing opponents for the Israelis

***Sorry, it's fixed and not changeable. There are five uniform colours and they are assigned in code to each nation
0=GRAY 1=GREEN 2=BROWN 3=TAN 4=DARK_BROWN. The first four were "SP standards" but we added dark brown after starting SPMBT simply becasue there were 90 nations and we needed another colour combination
