So, racial techs are some kind of "instinct" owned by the race? IMO that's the only way to give the "racial" adjective to a technology. But racial techs must be researched, just as conventional technology (It is only knowledge, developed by the scientist/priests). So, something here is not correct (Perhaps my concepts

The other racial boni, like the propulsion experts, sounds like an experience that the race has gained throughout its evolution, or a feature of his biological structure. Obviously, none of this can be stealed or gifted
.
BTW, i think the word "Species" is more adequate than "Races" (In Spanish "Races" are for the different minor variations of the aspect of an Specie
