Hehehe... I just took over an abandoned empire in a PBW game and discovered that it went broke and 90% of the planets are rioting. After the first round "under new management" it went back to positive cash flow, 5 of the systems got happier and a whole bunch of planetary build queues got "unlocked". Not bad huh?
