Default Having Problems with ships retreating Right away
retreat ring is smaller than were my ships start.

I.E. My ships are starting Combat outside the retreat ring.

Is there a setting I could change?

I am also asking the guys at se5@malfador.com. Just wanted to know if it was something I did. Which I am not sure I did do anything to mod a setting like that.
