Well yes now they appear in the shipset viewer, but there must be something that needs to be done to get them in game as it still only shows the default 14 shipsets. I guess perhaps you could overwrite them to an original set.

The smaller hulls need to be smaller. As is they are bigger than a cruiser.

I actually thought about the originals being too small but it slipped my mind when I saw the format was different.
