I'm new to the Dominions series and my brother threw out the manual o.0

Needless to say, I've spent alot of time getting stomped by the computer when trying to figure the game out, but it's still been great. Anyway, regarding global enchantments:

What are the restrictions on how many a nation can cast?

I've cast a few, and they all appear on the F6 (or F7?) tab, but a message has come up saying something like, "Your global enchantment did not take effect because another has overpowered it".

Is this fixed in the patch? I have slow 56K connection which shares the phone line, so I'm waiting for a convenient time to download it.
