I used Send Horror and a Risen Oracle to test Astral Claw's effect after the patch. I don't remember how long it took, but it was a dozen or two turns of being killed by a Horror (in capital with very high dominion) before horrors attacks became commonplace. Even then, I seemed to get Lesser Horrors about as often as Doom Horrors. It became worse in dozen or two turns after that, with the Oracle being attacked by normal or Doom Horrors more often than not.
