Well, of course my view is totally biased, since I have done the AI
, but check out the Space Vikings (really good in space battle and also use troops). A few other of my favorite AIs: Aquilaeian (also use troops, really tough overall, one of the best IMHO), Rage (since you asked about it, they use stellar manipulation early), they are both part of the TDM-Modpack. Non-Modpack races that I like are the EEEvil and Cephalopeia.
I could list a dozen more, I guess 90% percent of the modded races are better than the standard AI. If you check out modded AIs, make sure they have a new Version that is optimized for SE4 ver.1.49 to make research more effective (should say in the readme somewhere).
