There is no "brightness" setting in DirectX - just Red, Green and Blue (RGB) and alpha (transparency). Thus nothing that can be done from the point of view of the programme itself.

Therefore, your problem is as stated above - you will need to set up your monitor hardware and/or driver settings.

Are you using full screen mode or windowed mode?. Have you tried running the game in both modes to see if there is any difference?.

Are you trying to drive a flat screen LCD monitor at a "non-native" resolution in full screen mode?. That can cause problems due to pixellation from the monitor trying to interpolate the dots.

Are you using a CRT monitor?. That can need individual OSD settin-up of each full screen mode's colour and brightness etc settings, and also it may need refresh rate changes (LCDs usually only use 60 hz for all).
