To make a vehicle mine resistant you have to cool the heat of the blast, deflect the blast, and make it possible for the blast to escape without damaging the vehicle too much. A mine resistant vehicle has to be high off the ground, tracked vehicles usually aren't. The bottom is shaped in a vee to deflect the blast away from the troop compartment or crew compartment. Wheels are made to come off easily, so that if the wheel rolls over a mine, the force easily escapes from under the vehicle. Tracks AFAIK can't be made to do that.
