My
guess is that you can't just do it, because those spells usually seem to trigger events. If you wanted to, I would
guess that you could find what effect is needed to trigger an event, and make it the one that gives population.
Though it could as well be possible that you just need to put some numbers into the negative zone.
The best answer would of course have to come from the hands of such brilliant mind as those of our lovely developers
