The requirements for the game are as stated here:
Game Requirements
You have Directx
4, when version 8.1 or better is required. That could be the problem.
I would try upgrading your DirectX to version 8.1.
NB - the game requirements are also in the manual, and if you cannot launch the game, you can get to that by navigating to program files/shrapnel games/winspww2/game notes folder and opening the spww2guide.htm file
