You may wish to check out Haegemonia: Legions of Iron which Digital Reality (the developers of Imperium Galactica I and II) produced in 2002 (see
here for a review). Beautiful graphics even on low-end machines.
Unfortunately the gameplay was simplified (no need to refit ships, they automatically gain the latest technology!) but the campaign is well put together and a pleasure to play - at least the first couple of times.
