A 192.xxx.xxx.xxx IP is one for an internal network in your house. Usually that means that multiple machines are operating thru one external IP. Dominions is on your machine. When it looks to see the machine it sees the in-house address which is the default for doing local things.
When you go out to the net and ask it "who am I" then it sees the internet IP address (which is actually the routing address to all of the machines in your house). Since other people will be trying to find your machine from outside, thats the one you should try giving out. Hopefully your home network and firewall will be able to route the incoming traffic properly.
