1) E9 bless increases the armor value of armors on the unit by 4. In other words, unarmored units like CMs don't get any armor benefit and the Warrior of the 5 Elements gets a bonus to body armor only because he has no helmet.

2) W9 quickness effect allows the unit to act twice every other turn. W9 bless also increases defense by 4.

3) No idea. In Dom2 spellcasters also got 2 spells per turn, but that was a tad too powerful, so it got nerfed. They might get some initiative bonus, but I doubt it. Casters on any given side act in order of their individual id numbers, i.e. in the same order as they appear in your commander list.
