Wow what a coincidence this is! Wouldn't you know I was just coming over here to post about this same thing in the bugs thread Atrocities started. Let me get some screen shots and we can send this one in to Aaron together. In my case it is the organics that keeping dropping back to zero. And as far as I can tell it is only one empire that is having this issue.
