If your keyboard does not support those characters (like a US-english kb, for example), you can try using the alt-codes for the character you are looking for. For example, the alt-code for ö is 0246. Alt codes can be found easily via the Character Map program which should be at Start->Accessories->System Tools->Character Map on any given windows machine.
Now - as to whether dom3 will actually accept those codes - I dont know. If windows handles the translating at the OS level then it should be fine as dom3 wouldnt even know this was happening.
