I was thinking exactly along those lines when the dead empire was suggested. I was thinking about leaving damaged ships laying around. But mothballed ones might be better because they wouldn't be a maintenance drain.

Better yet - do both! Mothball some heavily damaged ships, so they have to be unmothballed and then repaired.
