See the game guide,
Main Map Window link, "Unit Communications Status" paragraph, then press the
Unit Info Screen link and read the "CHQ Link" box.
Basically - if you are in comms with the platoon HQ, your HQ will rally subordinates when they press the R for rally key.
if the Coy and/or Battle group HQ elements are withing 200m or so, then these can also contribute to rally.
