Infrastructure, infrastructure, infrastructure! Only buy land as needed when the warning message appears at the top telling you your nation is to crowded. Infrastructure gives you population and population gives you taxes.

This is correct with one qualification. High population density affects your environment adversely, which
reduces your population. Buy infrastructure first, but try not to let your infrastructure exceed twice your total land ('area of influence') or you aren't getting as much population as you could for your infrastructure.
