You assume correctly
Just as an update for everyone: I'm currently in a very heavy-duty war. The person I pulled a cattle raid on earlier has decided he will attempt to crush me. As things stand at this moment, he launched two air strikes and two cruise missle attacks on Wilhelmia, taking out almost 30 infrastructure, and two tanks. The nation of Wilhelmia has responded with two airstrikes of it's own, removing a total of 8 tanks, however, as Wilhelmia lacks ICBMs, no missle strike was launched. An invasion is planned for 0100 EST, taking on 114 tanks, and 1852 infantry. He still has 10 aircraft backing him up, however, and those aircraft raids do sting quite a bit. Regardless, Wilhelmia aims to crush this nuissance.
