First ..... That map is not set up as a "river assault" map therefore the game won't supply rafts for your men. You can check that by loading it into the editor and press the ^ key and it will give you the option of making it a river assault map which sets the flags for the game to provide rafts

Second, you generated meeting engagement, again.... not a river assault so no rafts are provided at the start of the game
