Somebody has probably done this already, but with the new patch, it will be out of date.

1) Start a new game with lots of random empires
2) Set them to human control.
3) Save Empire on each to get EMPs.
4) New Game -> Edit the EMP to unselect the colonization tech so they fit under the game setup limit for starting techs.

5) Zip the package up and upload it here
6) Gain Fame and Fortune.
