Re: Overpopulation
You should give all the commanders all of #domsummon2, #domsummon and #domsummon20. It still won't matter much, but it will actually create lots of units. Also, #domsummon20 is one twentieth (1/20) as effective as #domsummon, not twenty times as effective as #domsummon...
You can #copystats Panii of Pangaea and use #clearmagic to remove their magic. You can change their normal stats and size to you want, and you're left with a creature that has Stealth, Forest Survival, Recuperation... and the special ability to attract Maenads in turmoil dominion. It would be easy to change Maenads into something of about equal power that both Pangaea and your new nation would summon.
Pangaea also has access to nation-spesific reanimations and Carrion Woods the global.
You don't actually want Growth scale, but supply bonus. You could give all the commanders supply bonus. That way, they can feed the armies for a few turns, but making more commanders to feed the current army would lead to even faster increase in supply use...
Small units (size 1) won't eat much supplies, so you might have to change the nation so that it also has bigger, a bit more rare (size 2, 3 and maybe 4) units that are essential to its army. That way, the need for supplies will rise faster.
