You get hoburg gardeners by casting "Gift of Gaia" or "Gaia's Gift"-I'm pretty sure it's one of those, on any province which produces hoburgs, and then having atleast 3 hoburg commanders set on "patrol" That will allow you to recruit hoburg gardeners in that province, but only in spring.
