Resources are set by the nation in the starting province and terrain is ignored. The variation is by what neighbors the starting province has. Most nations start with 80 resources in the capital. (Ulm starts with 100.)
The same appears to be true with population, income, resources and supplies. Supplies may be affected if your units have the survival trait for that terrain. Not sure about that.

Yeah as Balbarian says.
Only flames from the sky and murdering winter are worse then beckoning i think.
Another disadvantage is that someone could use my capitol as fairy trod target.
Don't take my lamenting too serious though, after all i am a german. So if i stop to lament it would likely be more serious
