One reason for upgrading as soon as possible is the Y-fix mentioned in the middle of that list. That's the one that got marked GUI Special in the shortlist. Essentially it allowed anyone to locate all capitals on the first turn by checking each province on the map by selecting them and using the y-key shortcut. If the province had a castle, the castle icon was visible in the castle icon slot even though did not see castle type or anything else about the province.

It's verifiably fixed in 3.08, so no more beelining for the neighboring capitol with a bless or elephant rush without scouting first.
