If you look at the screenshot, you can actually see that his helmet fully wraps around his head. Unless he has the hand in his left hand, it won't help him much.

Since the third eye is not physical but psychic or spiritual, yes it will. It also doesn't say where the third eye is. In some traditions it is (at least symbolically) in the middle of the forehead, but this character has one painted on his shield. Maybe the eye one the shield has gained dweomer-like powers and is giving this ability.
