Oh ok, then it is working fine. I did notice higher fatigue on the units that were being hit that survived the high damage of the attack.
I used the R'lyeh spy to jack up the unrest in a capital that was being sieged by a second enemy

I didn't notice any insane prices on any of the units, but I was not really paying attention that game. Next game I will look them over and let you know what I think on pricing.
