It's a fairly common event and it's an unlucky one. Having luck 3 does not mean that unlucky events cannot happen. Luck 3 increases chance of random events and increases the chances of good events, but bad ones do happen. I've seen that event a lot on all kinds of luck scales, it's fairly common.
