He has seen the wisdom in this request. Wings were given some beasts for men to admire.
Wings were given some beast so that they would not toil the land. The Lawgiver does not condone of toiling men. All men should be free to work when they feel like it. Wings is a way to say that work can be avoided and they shall not be ripped off.
Thus, there is now a ban against the ripping of wings!
