That error comes up because the mod you are trying to play has altered the racial traits.

You need to create new EMPs for that mod:
1) start a game with lots of random AIs.
2) on turn 1, go to the file menu, click "players", and set all the empires to human control.
3) on each players turn, go to the file menu, and click "save empire". Use a descriptive name, such as "UkraTal: P&N v2.4, 5k racepts" or "Phong: UM 2k racepts"
4) repeat as nessesary until you have piles of EMP files to play with.

Or, you can just let the computer choose the AIs randomly.
