I have the same problem and am not sure how to adjust the numbers so the borg will take it. What are you saying they need to do?

I presume you would need to set the initial race options to zero: (ie: Race Opt 1 Num Characteristics := 0) since that looks like it is about 2000 points of upgrades, delete all the race opt changes, and then set the first of the advanced traits to the borg technology (ie: Race Opt 1 Adv Trait 1 := Borg Technology). The rest of the options should follow a similar vein.

That part appears straightforward, but how does the AI then handle more than 2000 points to allocate? If you allow more options, then won't the AI have a way not to select borg technology?
