Now that I have my eyes open (thank you coffee!), I can see what appears to have happened. Be sure to hit the Submit button for each individual entry/item. If you add multiple items to the list and then submit, the province editor treats your entries as a random selection. To remove an item from the list, simply double click on it in the list box.
(I might suggest that future 'province editor' created provinces be posted in the Province Editor thread or in the RanDom thread so as not to hijack Endo's idea thread.
