It's really amazing how everyone is trembling in the face of Helheim, even when it barely registers on the score graphs. Agartha, for one, takes offense at Helheim's refusal to respond to its peace overtures, and considers its silence a precursor to invasion. This impression is reinforced by Helheim's unprovoked attack on Marverni.
Therefore, Agartha demands that Helheim pay it tribute immediately, lest it feel the wrath of the Pale Ones!
