That province I attacked - the only one I planned to attack - is adjacent to my capital. As my scouts tell me, the same is not true for you. Given the proximity of Caelum on my east, you to my south, and R'lyeh to the west, I will allow no one to occupy a province adjacent to my capital. Even without this war, I doubt I'd be able to expand further than one province out in all directions.

I'm willing to pay for that province, if a truce is on the table, but I'm not willing to let it remain in hostile control. As I have received no messengers, I must assume the worst. Negotiations might fail, and leave me facing PD and an army. Simply unacceptable.
