That's a bug? That sounds like it's doing what it is supposed to do, you've just told it to do something silly.
If you want it to host every day at 5am, don't put on quickhost. If you want it to host as soon as soon as everyone is done playing a turn, put it on quickhost. If you want it to quickhost or force the hosting after a certain amount of time, turn on quickhost plus a time limit.
