Yes, Personal Regenration and other regen spells are supposed to be more powerful. Fire magic actually decreases maxage by 5% per point, rounded up to nearest whole number and it also grants leadership.

Most of the magic effects are listed somewhere around here or in the Dom3 DB at the very least. As for what that is, see the FAQ and my sig.
